| CIVITAS MOBILIS partners cities of Toulouse (France), Debrecen (Hungary), Ljubljana (Slovenia), Venice (Italy) and Odense (Denmark), and their local mobility stakeholders – strive to create a culture for clean urban mobility in the framework of sustainable development, ensuring involvement of all relevant stakeholders and participation of citizens. |

| Description of work |
MOBILIS aims to implement radical strategies for clean urban transport in all five cities, building on a broad range of policies and instruments. The project contains a total of 46 measures, which addresses all eight CIVITAS policy fields, integrated into a detailed work programme over a duration of four years (2005–2009). The most outstanding activities planned are:
- Demonstrating the large-scale application of alternative fuels
- Widening experiences with EGNOS/GALILEO services and implementing ITS applications for improving traffic conditions and public transport services
- Managing the accessibility of sensitive areas through innovative zoning approaches
- Demonstrating two new approaches to clean urban logistics and implementing one new freight distribution centre operating with clean vehicles;
- Ensuring social inclusion by enhancing the accessibility (physical, psychological, economic, informational) of mobility services;
- Enhancing public transport quality and integration with other transport modes substantially (private car, bicycle) through innovative planning and service development;
- Providing new targeted mobility services changing dominant concepts of vehicle ownership and use (car-pooling and car-sharing, mobility card schemes);
- Promoting sustainable mobility, modal shift (walking, cycling, public transport) and behavioural change through targeted and personal marketing, service development, information dissemination, education and training; and finally
- Contributing to Europe-wide evaluation and dissemination of the results to be put forward through the CIVITAS initiative.
The MOBILIS project will make particular efforts to demonstrate the added value of developing and implementing broad integrated packages of policies and measures. Therefore, the exchange of experiences and good practices between the partners plays a crucial role
Moreover, specific coordination activities focus on the promotion and integration of five policy themes across all sites and measures:
- Social inclusion and equity in mobility
- Transition strategies towards alternative fuel production and use
- Planning and organising mobility at agglomeration level
- Understanding and changing mobility behaviour
- Costs and benefits of using new technologies in transport

1. Enhanced and broader use of alternative fuels and clean energy efficient vehicles
2. Increased modal shift away from the use of the motor car towards sustainable transport modes
3. Improved quality and fair share of public space
4. New transport minimizing urban structures created
5. Safety, security, social inclusion and equity in urban mobility
6. Reduced noise and improved air quality in urban areas
7. Increased economic development and competitiveness
8. Advanced efficient planning, management and implementation processes and coordination between mobility stakeholders at different administrative levels
9. Increased participation of citizens and civil society in environment- and mobility-related decision making
10. Raised awareness for sustainable mobility and behavioural change
11. Improved innovation and creativity capacities of local mobility stakeholders.
Exploitation
Besides contributing to the positive change in the planning culture and mobility patterns of all five partner cities, the CIVITAS MOBILIS project will provide conclusions about the transferability of practices to other urban communities across Europe.
