Objectives / Innovative Aspects
Specific objectives of this measure are to limit inbound passenger car traffic into the city centre per day by means of P+R facilities at the city edges, coupled with high-quality public transport. Furthermore, the City aims to underline the importance of P+R facilities and to assure their quality by implementing the ‘Utrecht P+R concept’ that has been developed and describes standards for relevant "P+R aspects". show long version
The Measure
The P+R facilities have to make a substantial contribution to keeping the city accessible. Their aim is also to improve air quality on and around access roads to the city centre.
Utrecht does already have two P+R transfer hubs at the city edge. Four more transfer hubs will be opened in the coming years. Within the scope of CIVITAS, Utrecht will promote the use of the P&R, e.g. by offering one rate for parking and public transport, offering rental bicycles and other incentives to be developed from a marketing point of view. Making P+R facilities more well-known to a bigger audience has been identified as a crucial factor for successful use of P+R facilities in the future. To achieve this, active communication with the press will be ensured.
Furthermore, the city of Utrecht intends to move the location where travellers can start their holiday by coach to one of the P&R transfer hubs. At present these big coaches have their pick up point at the central station in the city centre. The implementation of this measure will be carried out as a rolling programme that will be monitored, updated and financed on an annual basis.
In order to optimise marketing and promotion efforts regarding the use of P+R-facilities a special 'P+R marketing and promotion plan' will be developed. Every year an action plan is drawn up.
The use of the P&R facilities will be measured, also in relation to the total traffic, concentrated on the number of inbound and outbound cars and buses. The (reliability of) travel time from city boundary to downtown Utrecht by car and by using P&R will be measured and compared. show long version
(Expected) Results
Shorter journey times from the city boundary to downtown Utrecht are expected when using P+R. Secondly, a reduction in the number of coaches reaching downtown Utrecht and a better level of air quality in general is expected. The measure will create an impulse to the use of public transport and the use of P+R (20% increase expected of the latter). An increase of 2000 P+R places will be realised and a decrease of 600 inner city traffic movements daily is also part of the expectations. show long version
